Sub: Upgradation of the posts of Sr. SO (A/cs)/Sr. TIA/Sr. ISA in the Railways as recommended by 7th CPC - clearance of DoP&T-reg.
Ref: (i) NFIR's PNM ItemNo. 15/2013.
(ii) Railway Board's letter No. PC-VII/2016/RSRP/2 dated 02/08/2016 (RBE No. 93/2016) to the GMs etc.
(iii) NFIR's letter No. IV/NFIR/7 CPC (Imp)/20I6/R.B. dated 12/09/2016 & 15/11/2016 addressed to MS & FC.
Kind attention is invited to NFIR'S letter of even number dated 15/11/2016 addressed to MS & FC and the Record Note of Discussions held by the Board (MS & FC) with the NFIR on 17/05/2016 on the subject matter appearing under NFIR's PNM Item No. 15/2013 wherein the Official Side stated that the "7th CPC has addressed this issue in one of their recommendations, therefore, we may wait for the final outcome on the 7th CPC recommendations and if the recommendation is accepted by the Government, past cases of similar nature may be examined accordingly. The Federation, however, requested to see that injustice done to the senior qualified staff is removed duly granting them the benefit of GP 5400/-."
The GS/NFIR met MS on 25th November, 2016 and discussed the subject and also MoF's reference to DoP&T for examination. The MS has clarified that the Railway Board has made reference to DoP&T for implementation of Pay Commission's recommendation and also for extending allotment of revised pay matrices to SSEs etc.
Federation therefore requests that copies of the communications sent by Railway Ministry to DoP&T/MoF on the above subject may be made available to us early to facilitate follow up action at the level of DoP&T/MoF.
