Subject:- Revision of pension under ‘One Rank One Pension’.   
Ref:- This office Circular No. 555 dated 04.02.2016 & Circular No. 557 dated 17.03.2016.

Pension Disbursing Agencies (PDAs) are aware that as per this office Circular No. 555 dt.-04.02.2016, pension of Armed Forces Personnel is to be revised w.e.f. 01.07.2014 by the PDAs as per tables attached with this circular. PDAs have reported some difficulties on certain points while implementing the scheme of ‘OROP’. Clarification in the matter is as under:-

(i) Revision of pension in respect of Post-2006 Havildars granted ACP-I who later on promoted to the Rank of Hony Nb Sub :- It is clarified that pension of Post-2006 Havildars granted ACP-I, who got pensionary benefits of Nb-Sub rank but later on promoted to the rank of Hony. Nb-Sub for which Corr. PPOs were issued revising the rank as Hony. Nb-Sub. Pension in such cases shall be revised to the rank of Nb-Sub.

(ii) Revision of pension under OROP in r/o Fly. Sergeant:- The rank of Fly. Sergeant has not been mentioned in the equivalence of ranks in Appendix–‘Y’ of this office above mentioned Circulars. It is hereby clarified that rank of Fly. Sergeant is equivalent to JWO of the Air Force and Naib Subedar of the Army. Hen ce, pension of Fly. Sergeant shall be revised from the Tables of Naib Subedar.

2 . All other terms and conditions in the matter shall remain unchanged.

    1. I, have transferred to pension establishment wef 30 Apr 2015 on fulfil the terms and condition, after completion of 31 Years & 8 Months of service in the Army. My Basic pension for the Rank of Hony Lt is Rs. 15465/- per month.

    2. It is intimated that the Arrears and Revised Pension @ Rs. 16090/- (Basic) against OROP has been credited in my pension account during the month of Jul 2016, but the same has also been recovered on 30 Aug 2016. I have visited the CPPC Delhi on 01 Sep 2016 to know the reason for the said recoveries. The dealing staff of CPPC Delhi replied that the pensioners whose are retiree after 01 Jul 2014 are not eligible for arrears and revised pension against OROP vide circular No 555 dated 04 Feb 2016.

    3. I want to apprise that arrears and revised pension against OROP to retirees pre 01 Jul 2014 has been released by the CPPC as per circular No 555 dated 04 Feb 2016 and retiree after 04 Feb 2016 are getting the PPO as per revised (Pension) Table of OROP. So,we ask the Govt, what is the guilty of Retirees post 01 Jul 2014, whose are not entitled for the OROP. The retirees post 01 Jul 2014 are getting less pension to pre retiree in the same Rank and same Service, than how can say OROP.

    4. In view of above, all concerned are requested to raise the voice and do the needful to issue necessary instruction / direction by the Govt to release the arrears and revised pension against OROP in respect of retirees post 01 Jul 2014 at the earliest.

  2. Sir,

    Prior Jan 2006 there was no ACP, Grade Pay and MS Pay except classification allowances @ Rs 150/- for Gp B (Y) Class I Havildars Clerks and GD Havildars but consequent of implementation of recommendations of 6th CPC post-2006 retirees Grade pay, ACPs and MS Pay is effected remaining pre-2006 retirees. I think the bsic condition to grant Honorary commission/rank is equally applicable to all ranks instead of only the post-2006 retirees so any pay/pension benefits is recommended to particular rank that should also equally applicable to all with effect from the date of effect the pay/pension benefits by the pay commission. For example you may be seen even rectify the reality of PCDA(P) Circular No 566 dated 16 Sep 2016 (Para 5.1.62 and Govt orders dated 12 Jun 2009) regarding revision of pension of Honorary Naib Subedars wef 01 Jan 2006 in which post-2006 are getting ACPs and pension equal rate of regular Nb Sub whereas pre-2006 are getting only Rs 226/- which appears not in justice. You are requested to clarify the same and issue necessary amendments to the effect to meet the financial hardship of pre-2006 retirees wef the date of implementation of 6th CPC i.e 01 Jan 2006.
